The NGISC report does not present evidence that the lottery targets low-income neighborhoods. Moreover, people typically buy lottery tickets outside of the areas where they live. In fact, the areas associated with low-income residents are mostly visited by higher-income shoppers. This is because these areas tend to have fewer stores, gas stations, and lottery outlets.
